RESUMO

This work has the purpose to investigate the political pressuposes to justify the evaluation program of higher education in Brazil. The analyses developed began to the real conditions of the graduated schools to the actions of techinical evaluation, on a local graduated context were researchs showed the satisfaction of the academic comunity about services and institutional targets presented on a specific pedagogic and dministrative reality. The investigation of the philosofical and sociological pressuposes of this evaluation consider the limits and the possibilities to reach a determinated evaluation form to be an autonomous process that going beyond the techinics may over reach the classical control process to an autonomous process that emancipating. The informations to develope the research is based on a evaluation program implanted in University Center in Campinas metropolitan county in Brazil. This is the inicial conditions of the related research. The best brazilian theorical experts on evaluation of higher education are privileged interlocutors and are represented in this research. Qualitative aspects are considered dialetical of the real situation and actions developed in institutional evaluation with a dynamic methodology. The research analyses the institutional and legal changes in graduated schools, showing political aspects and social determinations too. We investigate theoretical contributions and politicals models, that are being discussed about the social position university must have now a days. We present the results, teorethical reflexions, academic proposals and contraditions about a program of institutional evaluation in a participative and emancipated context of democracy
