RESUMO

The research aims to interpret the political, economic and social context of the residents who live on the banks of rivers in urban poor households, constituting slums in areas subject to flood risk and water related diseases, where poverty affects the occupation of unhealthy and cheap spaces. The research relates environment degradation, loss of quality of water resources and urbanization caused by the disorderly occupation and this last one related to the historical, political, social and economic context. It discusses the relation between society and nature and environmental education for the paradigm shift, this focused on the environmental knowledge and awareness. It is an exploratory and interdisciplinary research, which combines the common knowledge with the scientific knowledge using and data analysis and interpretation of the speeches of the residents gathered through interviews. A qualitative-quantitative methodology that uses statistical analysis provided by ALCESTE software was used for the categorization of the corpus of research and analysis of content for interpretation and understanding of the meanings of the speeches. The place where the research was conducted, the community of Rio Morno, exemplifies and provides subsidies to characterize the reality of Brazilian cities in relation to urbanization and its social and environmental context. The interpretation of the speeches was crucial to establish the level of political awareness and the degree of participation of residents in resolving their problems, besides the context in which they are inserted. The results indicate a relationship between those who hold political and economic power, and those deprived of power, this relationship is marked by patronage, fatalism and the inexorability of the facts, leading to accommodation and resignation of the condition of poor people, unemployed and ignorant and this condition causes them to lack participation. The residents are aware of the causes of the degradation of the Rio Morno, but are involved in a game of guilty that immobilizes and make them responsible, this is explicit knowledge of the common sense contained in their speeches. The lack of performance of public government and political campaign promises that do not materialize are obstacles to the political credibility, the pursuit of democracy and citizenship. The restoration of democratic relations will be accomplished by addressing the claims of residents regarding the housing and recovery of the Rio Morno, ensuring that people improve their living conditions. Understanding the context of life, through the population speeches, is a sine qua non for the realization of plans for shared management and intervention in environmental education that aims the involvement and participation of people in achieving a better quality of life. Environmental education, as proposed paradigm shift, in this context becomes critical character of the problems affecting the residents of the Rio Morno and enables them to uncover opportunities.
