DEMOCRACIA E PATRIMÔNIO CULTURAL: AS PRÁTICAS DA GESTÃO PARTICIPATIVA EM JUIZ DE FORA

RESUMO

The objective of this work is to analyze, according to the theoretical debate of two of the principal democracy models: the democracy of interests and the deliberative democracy, some subjects concerning the administration of the protection of the immobile cultural patrimony, particularly the performance of the Conselho Municipal de Preservação do Patrimônio Cultural - COMPPAC of the municipal district of Juiz de Fora, with the purpose of evaluating if COMPPAC achieved a wide participation in the executive sphere of implementation of the public politics of protection of the patrimony in the municipal government when BROUGHT for political arena of discussion representative entities of several sections of the society interested in the issue. The study was accomplished through the following methodology: theoretical researches centered in the specialized literature; documental researches through studies of legal texts (laws, statutes, minutes, ordinances, among other); interviews with the municipal counselors through questionnaires used by the research "Metrópole, Desigualdades Sócio-espaciais e Governança Urbana: Rio de Janeiro, São Paulo, Belo Horizonte, Porto Alegre, Curitiba, Recife e Belém, - PRONEX, MCT/ FINEP", semi-structured qualitative interviews with counselors and with important people related to the history of the protection of the cultural patrimony in the municipal district; finally, the participation of this master-dregree student as listener in meetings of COMPPAC
