Evaluation of Formal Communication Systems in a Hospital

The complex operation of a medical institution always posed difficult communication problems. To develop an approach to the analysis of these communication problems, the inpatient medication process at Johns Hopkins Hospital was studied. A matrix model is introduced to represent the structure of the medication system. Quantitative measures of the effectiveness of the information system in terms of the completeness of the information provided, the reliability of the available information used by various hospital functions, and the efficiency of the system in providing necessary information are developed. The model and the criteria are used to analyse and compare four medication systems. On the basis of this comparison and an evaluation of a number of proposed changes, an effective system for a particular hospital can be selected. It is suggested that the model might be applied advantageously to other types of organizational information systems.
