RESUMO
The aim of this dissertation is to analyze historical projects that intended to construct a readers community in Brazil from 1808 - the beginning of press in Brazil - until to 1945 - last year of Gustavo Capanema in the Education and Health Ministery of Brazil. Considering such aim, it is analyzed which type of reader was legitimated when it was asserted that it would be necessary to improve reading. It was also analyzed why it was considered evident the fact that there weren´t readers in Brazil. For this analysis, representations of readers, that is intentionalities and gestures of intellectuals, politicians, public managers, editors and other social actors, were researched in different texts, such as newspapers, legislative texts, besides literature, especially Machado de Assis, Lima Barreto and Graciliano Ramos´ novels.
