RESUMO
The purpose of this work is to create a basic list of principles for policy-making in the field of planning and operation level of energy systems, reinforcing the challenge and responsibility of interdisciplinary graduate studies in a Brazilian Federal University to the evolution of the planified thinking. This work attempts to understand the basic processes of energy cooperation and integration towards a crucial shift away from traditional logic of short-term current economic system, and recast the strategic hole of the energy issue by establishing local priorities that identify with the principles of sovereignty and reciprocity. The thesis develop a Introductory Manual analogous to a Strategic Game of Energy Resources Prospection, that utilizes the perspective of the European experience to trigger a historicalgeographical challenge of the agreements between the peripheral Latin-American Economies. Essential Geopolitical Enablers are identified as an indissoluble analytical tripod strategy, politics and power, trying to map the interests of capital.
