RESUMO

The aim of this research was to verify the extension of the adoption of common practices of New Public Management in Minas Gerais education reform occurred between 1991 and 1998. The analysis count with bibliographic and field research. The analysis of Minas Gerais experience is conducted from a comparative study with the England education reform model adopted at the end of 1980s. The construction of the ManagerialModel of Education, which gave the name to the dissertation title, is based on the basic education reform model observed in England. The results of this research point that, although the plan idealized for the education reformists in Minas Gerais, the implementation of practices coherent to the New Public Management was under the expectation. So, although the reformists effort and some innovations implementation, the basic education management structure in Minas Gerais remained, at the end of 1998, much more coherent with the Bureaucrat Model of Education than the Managerial Model of Education.
