RESUMO
Nowadays, the companies are becoming more and more dependent of information to reach their institutional objectives. The private companies need information to compete at the market; the public ones, to guarantee the public services to the population. In any case, the area of information technology (IT) perform a fundamental paper to support the business strategy. However, historical evidences suggested that many organizations fail when investing in this area, by inefficiency management or governace. Besides, not always those investments have been seen, by the executives, as justifiable, considering that, a lot of times, they tend to fasten attention just in the financial return that can occur of such investment. In this case, they donât have no-financial metrics capable to evaluate the IT contribution to the organization. This work presents a model of IT governance, based on Balanced Scorecard and Quality Function Deployment. This tools will be use to planning the IT function, in way to align to the strategic planning, to establish metric for evaluation this function and to identify the needs of information systems for, finally, prioritize investments. Ending, a case study will be presented with TI function of the Secretaria de Defesa Social de Pernambuco
