O desempenho da governança através da medida da expectativa dos serviços num sistema de redes de empresas

RESUMO

Inter-company associatively has called more attention of specialists since 1980, when a technological development process began as a result of the international competition incitement. Among other ways of coalition, the association of companies in the form of category groups, i.e., within a same market segment, arises as one of the most effective types of alliance, in a number of forms, according to the interests and goals of the involved business partners. By analyzing this associative system, an exploratory-descriptive study was developed in order to find out how to manage expectations to keep the members within a company group system. This task has derived from the need, as a main goal, of structuring a matrix of sustainability, importance and expectation (Satisfaction/no-satisfaction), which would allow for sustaining the groups governance decisions, using as a background for the study the case of The Group of Brazilian School Material Suppliers. To allow for the scope of this large objective, a set of criteria was determined, which would be able to classify the importance of services considered as essential for a group, initially regarding the expectations of the members about such services, and, in addition and as a way to evidence the effectiveness of such competitiveness matrix, apply it to the field study made on two (2) specific samples of the Group of Brazilian School Suppliers, on a nation-wide basis (Members and former members), in order to evaluate its effectiveness as a support for the strategic decision-making process (Governance). Initially, the results point towards the relevance of this evaluation tool (sustainability matrix), allowing it to be applied provided it is adjusted to any group of companies. They also indicate that the critical point of Company groups lies on their bidding processes and centralized procurement, which is strictly connected (and depending) on governance strategies of the group. Finally, they point out that the reliability (Between the Group management and its members, and between themselves), the honesty of actions, the sharing of information and the permanent performance evaluation (Through the matrix) are the essence for their good performance, their survival and fidelity of their members. It has been concluded that the tool created for diagnosing such variables (The matrix) is qualified to be applied to any group of companies; that a governance of the group is crucial for its maintenance within plans designed to achieve competitive advantages for the entire group; that there is a need for analyzing the subject more deeply, by sectors; and that central procurement offices would be more competent if they had regional branches managed by a main office that would be responsible for broader biddings and distribution also centralized, thus enhancing the groups bargain power. As recommendations, deeper and more specific studies should be carried out about company groups, improvement of the sustainability matrix and the preparation of a manual about the subject
