O Fundo CTPetro : uma analise da P&D de interesse publico para o setor petrolifero nacional

RESUMO

The present work aims to identify if the research projects funded by CTPetro are fulfilling the public interests, such as the improvement of life quality, environmental protection, energy conservation, and product quality and supply. The development performance of the Brazilian oil sector is indebted to PETROBRAS monopoly from 1954 to 1997. This development was due to the efforts and improvement in research which was able to make the sector achieve economic growth, and bring both life quality improvement and better remunerated jobs. However, in the 1990 s deep changes had happened in the oil and natural gas sectors. These changes coincide with the end of PETROBRAS monopoly and have been modifying the oil industry innovation dynamics as well as redefining the role and the power relations in this innovation system. However, the most significant institutional change is related to the institution of CTPetro. The institution of this fund came as an answer to the concerns about the continuity of the research activities which were carried out by PETROBRAS. With this purpose, the present dissertation intends to evaluate the research and development projects approved by Edital CTPetro 3/2000, focusing the concept of public interest research and development
