RESUMO
The agrarian and environmental issues are strongly related, especially in the actual discussion about the contribution of the agricultural activity toward environmental degradation. The agrarian issue in Brazil has provided, throughout history, landholding concentration and, consequently, the development of the agricultural activity based on large areas of monocultures. In this context, the Agrarian Reform comes primarily to revert the large estate situation and, at the same time, offer a rural development that generates employment and income. If the settled families reproduce the predominant agricultural model, there is a risk of family agriculture contributing to an even larger environmental degradation, once the agricultural model based on the use of toxic inputs is demonstrably incompatible with environmental preservation. In this context, Agrarian Reform can contribute to two ways of socio-environmental changes, restructuring the large estate situation and offering a rural development associated with social inclusive agricultural production with low environmental impact. Participative process to set up public policies, planning and development are considered primordial tools for the effective environmental, social, economical and family agriculture sustainability. This essay intends to analyse the settling deployment prerogatives of the Agrarian Reform in the context of Sustainable Development and Social Participation, focusing on the context of some public policies for the support of rural development associated with local development strategies. It will be taken the case study of the Sustainable Development Project São Luiz, in the city of Cajamar, São Paulo, analysing its participative planning and communal territory use assumptions as ways to contribute to the socio-environmental set up of rural development.
