RESUMO

The public sphere is a controversial subject. Since its origin in bourgeois society, the ideal of a discursive and deliberative space, in which all can participate, with enlightened opinions, influencing the political system, is basic for democracy. But groups may end up being excluded, and the mass media, which influences public opinion, frequently supports private interests, of groups, political parties, and people with economic power and influence. In contemporary society, these critical questions remain and a need for a basic foundation for democracy. With that in view, Habermas intends to recover the concept of public sphere, in a complex society. He never leaves the normative character of enlightened public communication connected with social integration and control of politics actions. The theories of communication action and ethics of discourse, by Habermas, give importance to communicative rationality, inherent to public sphere. That rationality has a normative potential for self-regulation of subjects and the maintenance of the social order, because the laws are based on argumentative discourse. Habermas theorize about the relationship between the normativity of interpersonal communication and the law system of a democratic State, one that will regulate civil society and the State itself. Deliberative democratic politics emerges from this relationship and consumate the concept of public sphere in contemporary society.
